1. Judge Frollo – The Hunchback Of Notre Dame

Judge Frollo in The Hunchback of Notre Dame (1996)

How do you top a being who kills literally trillions all at once? Well, that one’s easy: with a creepy weirdo who abuses his power. Yes, it’s another Disney entry, but Frollo is honestly just the absolute worst.

We’re not going to get political, so don’t worry. But basically, this guy is a powerful judge, and he keeps the sweet and intelligent Quasimodo as his slave. Frollo also plans on committing genocide on the Romani people living in Paris, just to make it clear that he’s an utter monster. After meeting a young Romani woman named Esmeralda and suffering from a serious case of downstairs feelings, Frollo decides that she’s obviously a test of his puritanical faith and that she must be killed. In his desperate attempt to repress himself, Frollo starts burning people’s homes with them inside.

Frollo is the quintessential misogynist, blaming women for his own inability to deal with his feelings. He mistreats just about everyone he meets, and then decides to burn half of Paris just because he didn’t know how to settle his downstairs neighbor. He’s awful before, but meeting a beautiful woman and immediately setting out to murder her is next level creepy, making Frollo a villain who took things way, way too far.
